The President has signed the Resolution dated 16.12.2024 No. PP-439 "On Measures to Improve Tourist Infrastructure, as well as the Construction of Modern Service and Tourist Facilities in the Mountain-Recreational Areas of the Surkhandarya Region".
The Surkhandarya regional administration, with the assistance of the Ministry of Economy and Finance and involving leading domestic and foreign companies, has developed master plan projects that include the placement of modern service complexes and tourist infrastructure facilities in the territories of the Omokhon village in the Baysun district, Sangardak in the Sariasiy district, and along the shores of the Oktepa reservoir in the Jarkurgan district.
The tourist centers "Omokhon", "Sangardak", and "Obikhayot" will occupy areas of 220.5 ha, 615 ha, and 110 ha, respectively.
The Directorate for the Development and Management of Tourist Infrastructure in the Surkhandarya Region is being established as a state institution (hereinafter referred to as the Directorate) for the development and management of tourist centers.
Within the territories of the tourist centers:
- land plots for general use are allocated for the construction of infrastructure and socially significant facilities of the Directorate and/or other government bodies, institutions, and enterprises tasked with the construction, maintenance, and operation of these facilities, under the right of permanent use;
- vacant land plots designated for entrepreneurial and urban development activities will be sold at electronic online auctions based on ownership or lease rights;
- vacant land plots will be sold in lots with the condition of constructing facilities outlined in the master plan projects. Requirements for approximate descriptions and architectural appearance, as well as deadlines for project commissioning for each lot, will be established;
- revenues from the sale of land plots will be directed towards financing the activities of the Directorate, developing tourist centers, including financing the construction and repair of road, transport, and engineering-communication networks, as well as other infrastructure-related measures.
Vacant land plots within the tourist centers will be offered at electronic online auction with the condition of installment payment in equal shares over 10 years for the construction of hotels, family guest houses, service complexes, and recreation areas with private investment involvement in the years 2025–2027.
In cases where:
- the amount of the initial payment for land plots sold at electronic online auctions exceeds 15%, the procedure for calculating interest at the basic rate of the Central Bank on the remaining amount does not apply;
- the auction winner has paid at least 15% of the initial payment amount, they are granted the right to pledge the lease and ownership rights to the land plot as collateral.
