On December 5, 2024, the President issued Resolution No. PP-424 “On measures to create the tourist-recreational zone ‘Gelon’ and an international year-round resort.”
The agreement for the implementation of the project to establish the international year-round resort complex “Gelon” in the Shahrisabz district of the Kashkadarya region was reached with the Russian side during the III Forum of Interregional Cooperation held in October 2023 in Kazan.
As part of the Investment Project, the investor is attracting direct foreign investments estimated at $300 million while assuming potential risks. The project will be implemented in three phases from 2024 to 2030, with an investment of $100 million planned by January 1, 2027.
According to the resolution, the tourist zone will be created on a land plot with a total area of 2,900 hectares. The Directorate of the tourist-recreational zone “Gelon” will be established under the Hokimiyat of the Kashkadarya region in the form of a state institution.
Modern hotel complexes, cultural and wellness facilities, entertainment venues, and engineering infrastructure will be constructed in the tourist zone.
The document confirms:
- the boundaries of the tourist-recreational zone “Gelon”;
- measures for the systematic development of the territory of the tourist-recreational zone “Gelon”;
- a development program for the tourist-recreational zone “Gelon” along with the associated road, engineering, communication, and production infrastructure.
Funds generated from the sale and lease of land plots within the tourist zone, after deducting auction expenses, will be transferred to the Directorate's account.
The development of the master plan and detailed plans for the tourist zone, as well as the payment for services from consulting and management companies, local and foreign experts, will be financed through the Tourism Infrastructure Development Fund for mountainous and remote areas.
The document has been published in the National Database of Legislation and came into effect on December 6, 2024.
