On November 29, 2024, the President issued Resolution No. PP-408 "On Measures for Improving the System of Providing Medical Institutions with Pharmaceutical Products and Medical Equipment."
The document establishes the procedure by which the need for medicinal products and medical devices is formed by the continuously operating boards of medical associations in the districts (cities), medical institutions of Karakalpakstan, regions, and the city of Tashkent, as well as republican-level medical institutions and the Ministry of Health.
The calculation of needs is based on morbidity indicators, taking into account the number of patients, the daily norm per patient, the duration of treatment, existing stock levels, and the demographic situation in the region.
The need is determined within the timeframes established by budget legislation, simultaneously with the formation of the parameters of the State Budget for the following year. The calculation of the need for medicinal products and medical devices is conducted for 15 months, after which the volume of their remaining stock in warehouses is subtracted from this figure.
Starting January 1, 2025, state procurement will be allowed based on direct contracts for:
- original medicinal products (from their manufacturers or official distributors);
- special reagents, reagents, and consumables for closed-type laboratory equipment;
- medicinal products and medical devices necessary for providing emergency and urgent medical assistance.
The centralized procurement of the following medicinal products with an overall shelf life is prohibited:
- up to two years – with a shelf life reduced by more than 30% by the date of delivery;
- up to three years – with a shelf life reduced by more than 40% by the date of delivery;
- over three years – with a shelf life reduced by more than 50% by the date of delivery.
The document approves a "Roadmap" for supplying medical institutions with medicinal products, medical devices, medical technology, and equipment.
A Procurement Center will be established under the Ministry of Health in the form of a state institution, along with 13 regional branches of the Center based on the state institutions "O'zmedimpeks" and the Training and Production Center for Medical Equipment Maintenance.
The document has been published in the National Database of Legislation and came into effect on December 5, 2024.
