The law dated December 5, 2024, No. ZRU-1010 introduces amendments and additions to the Law "On Special Economic Zones," aimed at coordinating activities and simplifying the management system of special economic zones.
The document notes that the management of SEZs is unable to fully utilize the established conditions for allocating land plots through electronic online auctions and for implementing investment projects. Furthermore, creating additional conditions for investors who wish to operate within the SEZs requires the automation of their cooperation processes with management and government bodies.
The law makes amendments and additions to the Law " On Special Economic Zones", which eliminates the administrative councils of SEZs and transfers their responsibilities to the management.
Additionally, the law provides for the optimization of the decision-making timelines regarding the placement of investment projects within the SEZs and abolishes the requirement to obtain expert opinions on business plans or feasibility studies for investment projects, establishing a norm whereby management independently issues conclusions on project compliance with the law.
The adopted law will further simplify the management system and coordination of activities of special economic zones, which are established to systematically organize work in this area, improve conditions for attracting investments, expedite the implementation of investment projects, thereby creating new jobs and increasing the income of the population.
The document has been published in the National Database of Legislation and came into effect on December 6, 2024.
