The President signed the Resolution dated 18.12.2024 No. PP-443 “On Creating Additional Conditions for Regular Youth Sports Participation.”
The development of mass and professional sports in districts (cities), as well as the implementation of sports policy, will be carried out by sports schools within the Ministry of Sports system.
Starting from the 2025/2026 academic year:
- the specialization of sports schools by types of sports will be introduced, taking into account the specific features of the regions, the interests of the population, as well as the achieved sports results and available sports infrastructure;
- in sports schools, within the framework of existing staff positions, the role of a mass sports selector coach will be introduced, who will be assigned to up to 5 mahallas and educational institutions in their area;
- the selector coach will be responsible for organizing and conducting the “Olympics of Five Initiatives,” physical fitness tests, and other mass sports events in collaboration with youth leaders and physical education teachers;
- additional payments to the base salary of deputy directors of sports schools for mass sports development and selection, as well as to mass sports selector coaches, will be established based on the results of the “Olympics of Five Initiatives,” sports tests, and the number of gifted youth who have passed selection into the sports school.
Attendance of coaches and athletes in sports schools will be monitored through the “Face ID” system. Coaches' salaries will depend on the attendance of student-athletes.
The Council of Ministers of Karakalpakstan, regional hokimiyats, and the city of Tashkent will annually approve development programs for physical culture and sports by February 1, in coordination with the Ministry of Sports, outlining objectives and indicators to be achieved in the field of physical culture and sports in the regions.
Starting from the 2025/2026 academic year:
- specialized state boarding schools for Olympic and national sports will create sports mastery schools by types of sports;
- the total number of students – athletes in mastery schools will not exceed 150 from among students in grades 7–11;
- graduates of the 11th grade who have completed the curriculum of mastery schools and passed the final state certification will receive a certificate of general secondary education.
A procedure has also been established, according to which:
- coaches organizing sports clubs in mahallas will have the opportunity to register the athletes they prepare in the unified electronic management system “ERP-Sport.” In this regard:
- these coaches will be granted the right to self-employment;
- coaches will be assigned to the sports school located in their area of activity;
- a reward system for coaches will be introduced for fulfilling social orders within the budget allocated to the sports school for the relevant financial year;
A registry of organizations engaged in physical culture and sports activities will be implemented:
- sports clubs, fitness clubs, sports educational organizations, other legal entities, and individual entrepreneurs engaged in physical culture and sports activities may voluntarily include themselves in the registry;
- legal entities and individual entrepreneurs included in the registry will have the right to register athletes in the unified electronic management system “ERP-Sport”;
- the Ministry of Sports will maintain the registry.
From September 1, 2025, a procedure for maintaining a registry of sports facilities will be introduced.
