The Presidential Decree No. 417 dated 03.12.2024417 "On Additional Measures to Support Producers and Create Broad Opportunities for Them in Government Procurement" has been adopted.
Starting from January 1, 2025, an open and transparent Ecosystem of Producers will be implemented, which includes:
- the development of an industrial map of producers by regions and products;
- establishing cooperative links between government customers and producers, creating opportunities for entering into offtake contracts;
- organizing a free trading platform in the form of a "marketplace" in both "B2B" and "B2C" formats;
- prioritizing the procurement of goods from producers included in the Ecosystem of Producers by government customers, except for purchases within projects involving international financial institutions and foreign government financial organizations, for which a separate procedure is established.
The Ministry of Economy and Finance has been designated as the organization responsible for the full implementation and sustainable functioning of the Ecosystem of Producers.
To further expand the participation of producers in government procurement, the "tadbirkorbay" system is being introduced based on the principle of "government procurement as support for business."
Producers will register on a special information portal for government procurement, and their offers will be posted simultaneously across all electronic government procurement systems.
In auctions conducted through an electronic store and auctions to lower the starting price, producers will receive payment proportionate to the volume of goods they supply.
Producers with "high" and "medium" stability ratings will receive discounts of 50% on the commission fee for participating in government procurement across all electronic systems. They will also be allowed to forgo additional deposits.
From January 1, 2025, key performance indicators for the heads and deputy heads of republican executive authorities and economic associations will be determined based on criteria such as a sharp reduction in the volume of direct contracts and imports during government procurement.
Additionally, a scoring system for evaluating the performance of business entities participating in the procurement process as candidates for government procurement will be implemented on a special information portal based on data obtained from electronic information systems, eliminating human factors.
