How will transparency be ensured during the transition to a "green" economy?

The Uzbekistan Technical Regulation Agency will adopt international standards related to greenhouse gas emissions and climate change within a three-month timeframe.

By the resolution of the Cabinet of Ministers dated November 30, 2024, No. 800 the Concept for the implementation of a national transparency system during the transition to a "green" economy has been approved.

 

In accordance with the Presidential decree dated June 5, 2024, No. PP-213 the document has approved the Concept for the implementation of a national transparency system during the transition to a "green" economy in the Republic of Uzbekistan, which includes:

  • the foundations for implementing a national transparency system during the transition to a "green" economy;
  • the goals and principles of the national transparency system;
  • institutional and organizational measures for the implementation of the national transparency system;
  • open data exchange and resource provision within the national transparency system.

 

Within three months, the Agency for Technical Regulation of Uzbekistan under the Cabinet of Ministers must adopt international standards related to greenhouse gas emissions and climate change.

 

Additionally, a procedure for the accreditation of independent verifiers of the national transparency system will be established based on best practices, international standards, and principles of mutual recognition on a global scale.

 

The main principles of the national transparency system are:

  • legality;
  • completeness, transparency, and accuracy of monitoring and reporting;
  • continuity of monitoring, verifiability, and completeness;
  • reliability and independence of verification.

 

Within the framework of the national transparency system, the Ministry of Economy and Finance serves as the national body of the National Transparency System and carries out the following tasks:

  • determining national commitments to reduce the impacts of climate change every five years, starting from 2025, based on an assessment of economic and social impacts under the Paris Agreement;
  • monitoring the completeness, accuracy, and quality of information provided in accordance with the MRV (Monitoring, Reporting, and Verification) system requirements;
  • coordinating and regulating greenhouse gas emissions reductions in economic sectors;
  • implementing a national registry for greenhouse gas emissions reductions, coordinating the implementation of greenhouse gas reductions at national and international levels, and ensuring compliance with international obligations, while primarily considering national interests.

 

In addition, a National Inventory Report on greenhouse gas emissions will be developed within the framework of the UN Framework Convention on Climate Change. The Ministry of Ecology will also focus on the management and protection of natural areas, expanding forest resources, and collecting data on greenhouse gas absorption.

 

As a result of the greenhouse gas emissions inventory, the collected and processed information will be published on the online platform "Green Economy".

 

The document has been published in the National database of legislation in the state language and came into force on December 3, 2024.
