Employers can conduct the final state exam for students.

Regulations for conducting final assessments of graduates from higher education and vocational institutions have been approved.

The Cabinet of Ministers has adopted the resolution dated December 13, 2024, No. 836 “On measures for the organization of final state certification of graduates from higher and vocational education institutions.”

 

Starting from January 1, 2025, final state certification of graduates from higher and vocational educational organizations can be conducted at enterprises and organizations that are employers. 

 

Depending on the specifics of the fields of education and specializations, the certification of bachelor's and master's graduates may take place either at the university or at the enterprise (organization).

 

The certification can be conducted in the following forms:

  • foreign language exam (based on the decision of the university council);
  • exam in specialized subjects;
  • defense of the final qualification work;
  • defense of the diploma project;
  • defense of the master's thesis;
  • presentation of a startup project relevant to the field of education and specialization, as well as a rationalization idea, provided that:
    • the author (co-author) of the startup project must be recognized as the winner based on the results of a competition announced by the relevant government body during their studies (bachelor's or master's program);
    • the rationalization idea proposed by the author (co-author) must be implemented in practice by at least three enterprises (organizations) during their studies (bachelor's or master's program) (an act from the enterprise (organization) on the economic or social effect of the idea is required).

 

Upon successfully passing the certification, a graduate will receive a diploma of higher education at the corresponding level and an appendix within one month.

 

A diploma with honors is awarded to a graduate who has received a grade of “5” (excellent) (90-100 points) in 3/4 of all subjects of the educational program, and “4” (good) (70-89.9 points) in the remaining subjects, as well as having received an “excellent” grade upon completion of the certification. 

 

The document establishes the provisions regarding:

  • the procedure for conducting final state certification of graduates from higher educational institutions;
  • the procedure for conducting final state certification of graduates from vocational educational institutions. 

 

The document has been published in the National Database of Legislation and came into effect on December 18, 2024.
