In Russia, State Duma deputies have approved a law prohibiting the admission of migrant children to Russian schools unless they have passed a Russian language proficiency test. This law will take effect on April 1, 2025.
According to the law, individuals who do not pass the Russian language test, which is deemed sufficient for mastering the educational programs of primary general, basic general, and secondary general education, will not be allowed to pursue these educational programs.
“A low level of Russian language proficiency or a complete lack of it among migrant children causes stress for the child, who does not understand the language but is learning in a classroom, and also creates issues for their classmates. Educators cannot effectively impart knowledge, leading to difficulties in mastering the educational program. This is impossible without knowledge of the Russian language,” - stated State Duma Chairman Vyacheslav Volodin.
The Deputy Speaker of the Legislative Chamber of the Oliy Majlis, Alisher Kadyrov, commented on this news.
“Our Russian colleagues have chosen the path of not teaching the Russian language but rather expelling those who do not know it from Russia and excluding their children from schools,” - he wrote on his Telegram channel.
According to him, this law could significantly reduce both the necessity for the Russian language and the respect for it in post-Soviet countries.
“In Uzbekistan, among our compatriots working in government institutions and their children studying in schools, there are thousands of people who do not speak the state language at all,” - said Alisher Kadyrov.
He noted that to address the electorate's concerns, both the positive and negative aspects of this experience will be thoroughly examined.
