Random number generator and a reserve of 15 billion sums: requirements for lottery organizers.

A charter capital of 20 billion sums, a reserve fund of 15 billion sums, and the elimination of human error in selecting winning tickets—these and other requirements have been established for lottery organizers.

The government resolution defines the licensing requirements and conditions for conducting lottery organization activities.
According to the document, lottery organization activities can be carried out exclusively by organizations registered in Uzbekistan.
Additionally, there must be an electronic platform hosted on servers located within Uzbekistan. Activities can only be conducted using a single domain name within the national segment of the internet.
Lottery organizers may only engage in the types of activities specified in the license. If necessary, separate licenses can be obtained for different areas.
The minimum charter capital at the time of application submission for lottery organizers is no less than 55,000 BRV (20 billion 625 million sums).
Furthermore, they must establish a reserve fund of no less than 40,000 BRV (15 billion sums). The funds in the reserve must be deposited in a separate account at a commercial bank in Uzbekistan designated by the licensing authority.
In addition, the total number of issued and circulating lottery tickets must not exceed:
• during the first year of operation — 5 times the licensee's own capital;
• during the second year of operation — 10 times the licensee's own capital;
• in subsequent years of operation — 25 times the licensee's own capital.
If the licensee's own funds are insufficient, lotteries can only be held at the planned volume with a guarantee from financial organizations to provide the necessary funds.
Lotteries are organized in both traditional and electronic forms. The funds collected from lottery organization are distributed in winnings as follows:
• for traditionally organized lotteries — at least 50%;
• for electronic lotteries — at least 75%.
It is also stipulated that games must be conducted exclusively using technologies and equipment, including a random number generator, that eliminate any human influence on the process of randomly selecting winning tickets. The use of such technologies and equipment must be certified by the relevant conformity assessment bodies and testing laboratories designated by the licensing authority.
The fee for reissuing a lottery organization license is 500 BRV (187.5 million sums) at the time of application submission.
Additionally, the lottery organizer pays 0.1% of the planned game volume to the licensing authority's account. When making changes and additions to previously approved conditions (except for changes and additions to the total amount of issued lottery tickets), the fee is charged at 50% of the amount paid for the initial approval of the conditions.
The licensing authority has the right to impose a fine on the lottery organizer for violations of the legislation — not exceeding 1% of the minimum charter fund (capital) of the organizer. 50% of the fine is directed to the licensing authority's account.
Additionally, 1% of the value of each sold lottery ticket will be allocated to the licensing authority's account.
