To obtain a license, bookmakers must possess a minimum of 56 billion sums in authorized capital.

Requirements for obtaining a license and conducting betting activities in Uzbekistan have been established.

The government decree has established licensing requirements and conditions for conducting activities related to organizing risk-based games and betting activities in Uzbekistan.
According to the document, only legal entities – residents of Uzbekistan are allowed to engage in these activities. This activity can only be carried out by organizations registered within Uzbekistan.
Additionally, there is a requirement for an electronic platform hosted on servers located within Uzbekistan: all technical resources and data must be stored within the country. Activities may be conducted only using a single domain name in the national segment of the internet.
Only the types of activities specified in the license are permitted. If necessary, separate licenses can be obtained for each type of activity, including online games.
The minimum charter capital required at the time of application submission for online game organizers and betting activities is at least 150,000 BRV (56 billion 250 million sums).
Furthermore, online game organizers and betting activities are required to maintain a reserve fund of at least 75,000 BRV (28 billion 125 million sums). The reserve fund must be deposited in a separate account at a commercial bank in Uzbekistan designated by the licensing authority. A bank guarantee or an insurance policy issued by an insurance company can be provided for this amount.
The fee for reissuing a license for conducting activities related to organizing risk-based games online and betting activities is 500 BRV (187.5 million sums) at the time of application submission.
The conduct of online gaming and betting activities must comply with the legislative requirements of the Republic of Uzbekistan in the following areas:
• prevention of the legalization of criminal proceeds;
• combating the financing of terrorism and the proliferation of weapons of mass destruction;
• protection of personal data;
• compliance with advertising legislation.
At the same time, the organization and conduct of the following betting activities is prohibited:
• on events occurring in Uzbekistan or involving citizens of Uzbekistan (sports games and competitions, political processes, contests, and others), except for sports games and international events conducted with spectators, provided that appropriate preparation, control, and officiating are ensured in accordance with the rules of international federations;
• on sports competitions among children and adolescents.
The licensing authority has the right to impose a fine on online game organizers and betting activities for violations of the law, including anti-money laundering and counter-terrorism financing laws.
The fine amount must not exceed 1% of the minimum charter fund (capital) of the organizer. 50% of the fine is directed to the account of the licensing authority.
Additionally, 1% of the total amount deposited by players in betting and online games will be transferred to the account of the licensing authority.
